House Bill (HB) 3 Board Goals
House Bill 3 Board Goals
Overview
Texas House Bill 3 (HB 3), passed in 2019, requires Texas public school districts to establish Board-adopted plans and measurable goals for Early Childhood Literacy, Early Childhood Mathematics, and College, Career, and Military Readiness (CCMR).
Through this goal-setting process, the West ISD Board of Trustees and Superintendent worked collaboratively to establish five-year student achievement goals with annual targets, including targets for applicable student groups. These goals focus on improving third-grade reading and mathematics performance and increasing the percentage of graduates who meet the state’s CCMR criteria. District and campus plans identify strategies, progress measures, and staff responsible for implementation, along with targeted professional development to support early learning needs.
The Board then reviews progress annually at a Public Meeting, and annual progress reports must be posted on district and campus websites. This ongoing work supports accountability, transparency, and continuous improvement while helping prepare every West ISD student for future success.
Adopted Goals

- For the 2025-2026 school year, West ISD met all three goals.
